27 - 30 November 2006 experts of Danish Pharmaceutical College "Pharmakon" conducted GMP inspection of two Russian pharm-producers: ZAO "MAKIZ-PHARMA" and ZAO "ZiO-Zdorovie". The representatives of Roszdravnadzor, having participated earlier in GMP trainings at Pharmakon in August-October 2006, took part in the inspection of the mentioned companies.

Upon the inspection results a follow up meeting took place on the 1 December in WHO Moscow office. The representatives of RHCF, Roszdravnadzor, Pharmakon and WHO participated in the meeting.

Inspection reports containig all the relevant results will be forwarded to the mentioned pharm-companies, RHCF and Roszdravnadzor.

Time for proposals submitting is prolonged till 13 December 2006 on the Competition for placing of order for the delivery of set of equipment and consumables for the laboratory of BIO-CHIP diagnostics of TB; laboratory consumables and reagents for cultural research centers of penitentiary sector.

In pursuance of the Expert Council decision of 06.12.06 under selection of 50 settings-grant recipients for implementation of the project “Improvement of measures of infectious control in the settings of anti-TB profile” in the year 2007 30 health settings (list is given below) in civilian sector and 20 health settings in penitentiary sector were recommended.

27.11.06 – 11.12.06 Within the frameworks of the Program “Promoting a strategic response to TB treatment and care for vulnerable populations in the Russian Federation” the Russian Health Care Foundation calls a tender on selection of TB health settings on regional level, which shall get target financing with the purpose of implementation of a standard project “Integrate system of TB monitoring at the regional level”. Volume of target financing in 2007 shall amount to $US 449 988,00.
Target financing of each selected health setting will be provided in a way of getting some kind property (PCs and office equipment) and money for telephone and E-mail communications provision.
The Expert Board shall take a decision on grant disbursement to health settings for the target financing. Selection will be carried out among the Russian TB profile health settings at regional level in the civilian sector of the all 88 regions of Russia. Health settings – winners of the 3rd Competition of the GF Program shall be excluded from participation in the selection.
When making a decision the Expert Board shall be guided by the following general criteria:
a) establishment of regional anti-TB services according to RMoH&SD Decrees No. 109 of 21.03.2003 and No. 50 of 13.02.2004;
b) level of readiness of infrastructure of regional anti-TB facility and system of case management in force for MDR-TB patients treatment.

In December 11th Meeting of the Expert Board will take place, during which 32 health settings will be determined and to which the target financing (grant) will be disbursed.

Between November 27th and December 10th the Russian Health Care Foundation shall accept proposals in free form from the health settings of the civilian sector, reflecting level of readiness of such settings to get target financing (grant) in accordance with the selection criteria above. All proposals will be considered in the course of meeting of the Expert Board and the decision on target financing shall be made in conformity with the results of such consideration.

The open competition with prequalifying selection on delivery of personal computers and office equipment for antitubercular establishments of the Russian Federation is completed.
The decision of the Competitive commission the winner of competition it is recognized by LLC "TK Neotorg". In the near future with the winner of competition the contract according to requirements of the Competitive documentation will be signed.

Having considered the applications received from Russian drug-manufacturers, the Expert Council selected 6 companies to be inspected at Program's expences in terms of GMP compliance during 2006-2007. The following pharmaceutical producers were selected:
