The Russuan Health Care Fondation announces a Tender to supply laboratory active storages and reagents for medical laboratories involved cultural efforts on tuberculosis

The open competition on delivery of personal computers and office equipment for antitubercular establishments of the Russian Federation

25.08.06 - 06.10.06 the second training on GMP standards was conducted at Danish pharmaceutical college "Pharmakon". During the training 9 representatives of Roszdarvnadzor, responsible inter alia for the quality of pharmaceutical products, were trained in terms of GMP inspection of pharmaceutical companies.

Agreements were concluded with the winners of Competition for the delivery of following equipment:
Lot No. 1 – respirators;
Lot No. 2 – bactericidal ultraviolet lamp (ceiling);
Lot No. 3 - bactericidal ultraviolet lamp (movable);
Lot No. 4 – ultraviolet lamps;
Lot No. 6 – window aspirators;
Lot No. 7 – sputum cabins.

Within the frames of the Global Fund Program “Promoting a strategic response to TB treatment and care for vulnerable populations in the Russian Federation” 7 five-days trainings were designed for “TB treatment and monitoring” during 9 months of the year 2006.

The above trainings were conducted on the base of the following regional institutions:
• Kurgan Oblast TB dispensary;
• Republican TB dispensary, Republic of Mariy-El;
• Republican TB clinic, Republic of Buryatia;
• Republican TB dispensary of Republic of Komi;
• Republican TB dispensary of Republic of Dagestan;
• Republican TB dispensary of Republic of Kabardino-Balkaria;
• Tambov Oblast TB dispensary.

As trainers in training the officer from the following organizations took part: Ural Research Phthisiopulmonology Institute, Novosibirsk TB Research Institute, St-Petersburg Research Phthisiopulmonology Institute, Central TB Research Institute of Russian Academy of medical Science, Sechenov’s Research Phthisiopulmonology Institute.

In the course of education 214 doctors received recent knowledge and international experience, allowing them in their practice to upgrade detection and treatment level of TB patients, including MDR-TB patients, as well as to develop TB monitoring system and integrate in their settings measures of social support to patients under treatment.

In 2007 in accordance with the Program Implementation Plan 7 five-days trainings designed for “TB treatment and monitoring” will be conducted.
In conformity with expert evaluation of WHO TB Control Program in the Russian Federation it was recommended in priority order to receive trainings for specialists of the following territories: Voronezh, Kostroma, Moscow, Ryazan, Tula, Volgograd, Penza, Samara, Sverdlovsk, Novosibirsk, Sakhalin Oblasts; Krasnodar, Altay, Krasnoyarsk Territories; Sakha Republic, Koryak AO and Jewish AO.

Competition Results for lot No. 8 “Air Decontamination Equipment of re-circulator mode” have been cancelled by the order of RHCF Director General.

RHCF has forwarded to the Association of the Russian Pharmaceutical Manufacturers (ARPM) the information regarding GMP inspections to be conducted within the Programme at five domestic manufacturers during November-December 2006. ARPM will distribute this information within Russian pharmproducers. Upon the receipt of the relevant applications a special Commission will select five manufacturers for the mentioned inspections.

01.07.06 - 30.09.06 Selection of supplier and conclusion of Agreement for the delivery of motor transport.

This week an Agreement was signed with JSC “Ul’yanovskiy avtozavod”” for the delivery of cars UAZ-396202-16 to health settings for implementation of activities under development of early detection and DOT for TB patients.

Health settings were selected on bidding base by Expert Council of the 4th Competition of the Global Fund Program. Every health setting shall get by 2 cars.

And 67 cars will be also delivered to health settings of Federal Penitentiary Sector of the Ministry of Justice of the RF.

Delivered motor transport shall allow:

1. Improve results of TB patients treatment, reduce number of patients in defaults with chemotherapy, i.e.: • provision of TB drug delivery to the place of treatment and observe chemotherapy,
• search of patients in defaults,
• strengthening of inter sector actions between TB settings of civilian, penitentiary sectors and facilities of regional health net settings.
2. Improve laboratory TB diagnostics in a region
• transporting sputum to microscopic centers (when centralizing researches of sputum microscopy)
• transporting sputum to the cultural posts,
• transportation to the bacteriological labs to determine drug resistance of mycobacterias.
3. Improve information exchange between TB settings of penitentiary and civilian sectors, laboratories, setting of general health net.
4. Provide inspection missions to TB settings, medical settings of general health net, laboratories, participating in anti TB actions.
