For technical reasons accommodation of the information on results of Competition on the right of the conclusion of the contract on delivery of the equipment and materials for the central antitubercular establishments is postponed for some days

Having considered relevant request of RHCF and Arkhangelsk Region, GLC has approved the expansion of Arkhangelsk cohort up to 590 patients. Taking into account other international programs being implemented in the mentioned region, 490 patients can be treated within GFATM Program.

Green Light Committee, WHO advisor in the field of MDR-TB, approved the start of MDR TB treatment in Orel (200 patients), Vladimir (210 patients) and Republic of Khakasia (324 patients). RHCF will conclude contracts with IDA Foundation - GLC/WHO authorised supplier - for procurement of 2nd line TB drugs for the mentioned regions as soon as possible.

According to solidarity in purpose and expediency to join financing for integrated settling of matters of development rendering TB care to HIV-infected patients at the regional level a decision was made to proceed with the Seventh Competition of the Program.

In the course of work the Expert Council of the Seventh Competition elaborated, adopted and approved concept on developing rendering TB care to HIV-infected patients at the regional level

Regions’ selection was effected by the Expert Council on the basis of the following criteria:
•level of TB disease among HIV-infected in the region
•level of TB care provision to HIV-infected and compliance to Decrees Ministry of Health and Social Development of the RF No. 109 of 21.03.2003 and No. 50 of 13.02.2005;
•participation in the GF Projects;
•availability of works experience in international projects.

It was suggested to the selected regions to work out regional Projects on the basis of concept on development of rendering TB care to HIV-infected. Preparation of regional; projects was guaranteed by methodic assistance of Russian Federation specialists of TB Care Center for HIV-infected of Ministry of Health and Social Development of the RF.
During the second session of the Expert Council the regional projects were reviewed and recommended for financing.

Within the frameworks of Objective 5 implementation “Development of TB prevention and care at federal and regional levels for people living with HIV”, the GF Program “Promoting a Strategic Response to TB treatment and Care for Vulnerable Populations in the Russian Federation”:

Concept was developed for epidemiologic bulletin publishing about HIV in co-infection with TB.
General Chapters:

•Epidemiologic situation status for TB, co-infected with HIV, in Russia;
•Status of co-infection and ways of its settling in the Russian Federation: new law regulatory documents, activities projected and implemented, arrangement of work in regions, new scientific lay-outs;
•The most important aspects of TB problems, HIV infection and co-infection in Russian and in the World, international experience and WHO’s recommendations in this regard.
•Information of the project implementation “Promoting a strategic response to TB treatment and care for vulnerable populations in the Russian Federation”.
Editorial team was established introduced by: specialists-initiators of health care, TB doctors, HIV infection (Ministry of Health and Social Development of the RF), profile Research Institutes, WHO.
Bulletin issue plan: frequency – 2 times a year. Such a frequency is chosen keeping in mind a capability of summarizing results of the 1st and the 2nd half year of health care facilities work to submit strategic and real statistics, analysis of results and elaboration of administrative decisions.

The open competition on delivery of the equipment and materials for the central antitubercular establishments

Russian Health Care Foundation within the frames of the GF Program “Promoting a strategis response to TB treatment and care for vulnerable populations in the Russian Federation” calls a tender on selection of expert for preparation of technical specifications for the laboratory equipment BIO CHIP of TB diagnostics, consumables for implementation of analysis on BIO CHIP diagnostics of TB. Equipment and consumables are destined for central bacteriological laboratory of Federal penitentiary sector.
Selection of experts will be done by officers of the Russian Health Care Foundation, participating in the implementation of the program on the basis of the following criteria:
- experience in preparing technical specifications and evaluating the correspondence of technical characteristics;
- specialities ( microbiology, laboratory affairs, phthisiology, epidemiology);
- qualification (not lower than high doctor category or science-degree of candidate of biological/medical sciences);
- knowledge of organization of work in BIO CHIP laboratory of TB diagnostics, microbiological laboratory of TB health setting.

Business trip to the Far East

Training in Saint-Petersburg

The GF Program “Promoting a strategic response to TB treatment and care for vulnerable populations in the Russian Federation” disbursed target recourses (grants) for organization and conduction of 5-days trainings designed for «TB patients treatment and monitoring” to the following regional settings:

• Kurgan Oblast TB dispensary;
• Republican TB clinic, Republic of Mariy-El;
• Republican TB clinic-dispensary, Republic of Buryatia;
• Republican TB clinic-dispensary, Republic of Komi;
• Republican TB clinic-dispensary, Republic of Dagestan.

Trainings shall invite by 30 republican and regional medical workers from civilian and penitentiary sectors, responsible TB treatment and monitoring in regional health facilities.
As a result of trainings the medical workers will learn to work out their own effective Programs of TB treatment and monitoring in an actual setting, to prepare quarter reports in accordance with the Decree No. 50 of 13.02.2004 of RMoH&SD. Trainings will take place in the cities of Kurgan (May 29-June 2, 2006), Ioshkar Ola (May 22-26 this year), Ulan-Ude (June 19-23 июня this year), Syktyvkar (June 5 – 9 июня this year), Makhachkala (July 3-7 июля this year).
